University of Tennessee at Chattanooga or Knoxville?

If the business school at Chatt is A LOT better than the one at Knoxville then I suggest you go there. If the major is better and the living area is better, you'll have a better time going there even if your close friends aren't there with you. Its college, you'll meet a lot of new people. And just because you and your friends go to different schools, that doesn't mean that your friendship ends.
