I want to go to University of Tennessee for my Bachelors, but...?

Basically I am a little stuck. Currently, I only have an Associates. I am 26 years old and am about to move to Knoxville. I will establish residence before applying, so I won't have to worry about paying out of state tuition. However, I plan on getting my Masters as well (I am going into English/Creative Writing) I definitely want to get my Master's from somewhere that is more prestigious than UT, but there aren't any schools in state that are better. I feel strongly about going to UT for my Bachelors, so I don't want to abandon that idea. What should I do? I want to have the path for my Master's planned out before I start, so should I go ahead for my Bachelors there and try and establish residence in another state for in-state tuition after? I would probably have to wait at least six months in other states. Would doing this be a big issue? I need suggestions!
